Job Description

Purpose

Describe the primary goals, objectives or functions or outputs of this position.

The U.S. Foreign-Trade Zone (FTZ) Supervisor manages and executes a wide range of operational activities to maintain compliance with the U.S. Foreign-Trade Zones regulations. The Supervisor provides leadership and strategic direction for the Lake County and Barceloneta Foreign-Trade Zones.

This role will directly manage one trade compliance personnel in Lake County and be responsible for the company’s compliance to FTZ program. Key responsibilities include: coordinate and oversee Foreign-Trade Zone admission / import / export compliance activities in the U.S. and Puerto Rico; develop and maintain strategic partnerships with key stakeholders to manage business objectives; liaise with U.S. Customs & Border Protection to ensure compliance with federal regulations governing the program; develop the strategic path for the FTZ program; and serve as the local subject matter expert for the AbbVie Global Trade Compliance organization.

Responsibilities

  • Oversight of the Foreign-Trade Zone program in the U.S. and Puerto Rico. Ensure that all Foreign-Trade Zone activities relating to admission/import/export transactions are in compliance with U.S. Customs Law.

  • Manages resolution of day-to-day import/export issues that result in supply chain delays as well as the integrity of trade data for local and regional purposes (i.e., tariff code, country of origin). Manages overall inventory control monitoring systems for Foreign-Trade Zone purposes.
  • Provides guidance, as needed, on documentation, tariff classification, customs valuation, and country of origin determination as it relates to Foreign-Trade Zones admission, import and export activities.

  • Participates in strategic projects focused on enhancing our Foreign-Trade Zone capabilities by expanding current scope and further leveraging third parties’ Foreign-Trade Zones. Provide training and knowledge sharing to improve business knowledge and operational performance to ensure compliance with Foreign-Trade Zone regulations.

  • Partners with other functions (e.g. Distribution, Logistics, Procurement, Legal, etc) to establish optimal supply chain routes for Foreign-Trade Zone admission and export purposes.

  • Assists in the capturing and analyzing of metrics associated with trade operations for reporting up to the site and the Global Trade Compliance leadership.

  • Executes a self-audit program to ensure continued compliance with customs law and internal policies and manage compliance assessments executed by U.S. Customs & Border Protection


Qualifications

  • Bachelor’s degree in a related field (e.g. international trade, supply chain, finance, logistics)
  • 5-8 years of experience with 3+ years working in a Foreign-Trade Zone, broker’s agency or multinational company, or consulting firm
  • 1-2 years of logistics, supply planning and/or inventory management experience
  • Computer Skills. Must have excellent ability managing Microsoft Access, Excel.
  • Knowledge of US Foreign Trade Zones Act, U.S. Customs Law, Tariff Codes, etc.
  • In-depth knowledge on U.S. Foreign-Trade Zone regulations and activities, etc.
  • Knowledge and experience working with U.S. Customs & Border Protection and other regulating agencies
  • Strong communications skills

Individual compensation paid within this range will depend on many factors including geographic location, and we may ultimately pay more or less than the posted range. This range may be modified in the future.​​
