The Lead for RWE/HEOR and Pipeline Strategy is responsible for defining the vision and strategic direction for Real-World Evidence (RWE) and Health Economics and Outcomes Research (HEOR) in alignment with payer and Health Technology Assessment (HTA) needs. This role oversees the delivery of HEOR outcomes and collaborates closely with Therapeutic Area teams, cross-functional partners, and global teams. As the coordinator of affiliate engagement, this role facilitates insights sharing and strategic planning for future assets. Leading a team of RWE/HEOR Managers and Pipeline Managers, the position reports to the Head of Market Access & Government Affairs. This role can be based in the head office in either Montreal or Toronto.
Key responsibilities
- Lead and Develop Strategies: Direct a team of managers in crafting RWE & HEOR strategies aimed at securing, maintaining, and optimizing reimbursement with both public and private payers for new and existing products.
- Collaborate for Health Economic Models: Guide the team in partnering with the Market Access therapeutic area team to create health economic models for HTA dossiers, targeting Canada's Drug Agency (CDA), the Institut national d’excellence en santé et en services sociaux (INESSS), and private payers.
- Oversee HEOR Publications: Supervise the development and publication processes of HEOR studies, ensuring compliance with global headquarters and medical team protocols for necessary process adherence and approvals.
- Support Pipeline Strategy Managers: Provide comprehensive support to Pipeline Strategy Managers and teams within market access, regulatory, commercial, and medical fields to ensure quality contributions to Global Commercial Development (GCD) touchpoints.
- Foster Cross-Functional Consensus: Cultivate consensus among cross-functional stakeholders, ensuring Canadian viewpoints and requirements contribute to therapeutic and product evaluations during clinical development milestones and commercial decisions. Responsible for offering substantial input into GCD's touchpoint procedures.
- Mentor and Develop Team Members: Coach and mentor HEOR Managers and Pipeline Managers to become esteemed experts and valuable contributors to brand teams.
- Monitor Policy Environment: Stay informed on healthcare and payer policy landscapes for implications on market access, collaborate with Global and industry entities on HTA, RWE, and HEOR initiatives, and help shape AbbVie's stance on HTA for a favorable market access environment.
- Manage Budgets and Timelines: Oversee budget management to monitor timelines and expenditures for market access initiatives and HEOR/RWE studies.
- Collaborate on Research Studies: Work with clinical research on studies focusing on economic and quality of life endpoints.
Education / Experience required
- Doctorate in Pharmacy, or Masters in HTA, or Graduate degree in Pharmacoeconomics, Epidemiology,
- The ideal candidate should have a minimum of 10 years of experience in the pharmaceutical industry, with three to five years’ experience leading HEOR and RWE across portfolios
- Market access and health economics expertise including previous experience overseeing HTA submissions, directly dealing with CADTH, INESSS, and public/private payers.
- Previous experience leading high performing teams including recruiting candidates and hiring, performance management and career development.
Essential skills and abilities:
- Understanding of public and private drug reimbursement landscape and health technology assessment process and submission requirements in Canada.
- Indepth knowledge of pharmacoeconomic principles / guidelines and methodological developments, as well as experience in development of economic studies in collaboration with internal (e.g., medical department, global HEOR) and external (e.g., academic, research organizations) experts.
- Strong clinical expertise; ability to quickly move between different therapeutic areas.
- Strategic thinking, and solid analytical and data interpretation proficiencies to support the development of compelling value propositions addressing public and private payer needs.
- Strong cross-functional leadership skills and team player. Work with our field-based Market Access & Government Affairs, brand, and Global Market Access & HEOR teams to develop strategies to deliver strong strategies in HEOR and RWE as well as pipeline strategies.
- Strong communication effectiveness, medical writing (technical) skills and presentation skills.
- Travel: Availability to travel within Canada about 10 % of the time and 10% of the time internationally.
- Valid Passport and driver’s license required.
