Job Description

The Head of U.S. Policy and Analytics will be tasked with spearheading the analysis of U.S. public policy developments, creating novel U.S. public policy solutions, and developing strategies to engage policymakers that advance AbbVie’s business objectives. Their responsibilities will include devising innovative approaches to address business and public policy obstacles and opportunities, and formulating government engagement strategies to effectively meet AbbVie’s business and public policy goals. Moreover, this position entails supervising a team proficient in reimbursement, public policy, and analytics, as well as representing AbbVie Government Affairs in dialogues with corporate executives regarding pertinent matters. They will lead the team in developing and implementing innovative engagement strategies with U.S. federal and state legislative and regulatory bodies concerning health care payment and reimbursement policies.

This position involves ensuring the adoption of favorable rules, regulations, and policies for AbbVie’s business objectives. Additionally, they will oversee the internal processes for analyzing U.S. federal and state laws/regulations and policy proposals that could impact AbbVie positively or negatively. The team, guided by the Head, is accountable for providing knowledge management, materials, analysis, and assistance to Federal Government Affairs, State Government Affairs, Government Affairs Therapeutic leads, and business partners to facilitate their engagements with stakeholders and implementation of advocacy and business plans.

Responsibilities

  • Lead the U.S. Policy & Analytics team in the development and execution of proactive engagement strategies with federal and state government agencies to shape public policies that impact AbbVie. Educate agencies on the impact of policies on patients and providers and gain/identify insights from agencies on emerging policy trends.
  • Represent AbbVie GA with senior management across legal, commercial, regulatory and others to brief them on complex public policy developments impacting our business in a way that simplifies the issue/opportunity and clearly communicates our plan of action to address or optimize the development for AbbVie.
  • Work with internal leaders and their teams such as Market Access, Policy Legal, HEOR, Regulatory Affairs, Finance, and Medical Affairs to identify and assess public polices and proposals that would impact AbbVie and lead the development of government affairs strategies to mitigate or improve government proposals.  Lead the development of briefing documents and other evidence to be used in internal education and shaping the external policy environment on public policy and reimbursement issues.
  • Lead the team in the analysis and development of AbbVie public policy positions. Support the execution of comprehensive government affairs strategies that shape the public policy environment for AbbVie’s business in the United States.  Ensure Federal, State Government Affairs, and Government Affairs Therapeutic lead colleagues have the necessary policy documents and information to support engagement on critical policy issues.
  • Create and lead internal, cross-functional working groups that assess public policy proposals for their impact on AbbVie and develop integrated policy positions.
  • With Government Affairs Leadership Team and functional colleagues, drive external processes to ensure adoption of AbbVie point of view in development of industry positions on policy issues.
  • Represent Government Affairs in above brand forums to develop enterprise positions incorporating and evaluating the impact of public policy across brands. Lead cross functional teams in the development of novel public policy and business solutions to address affordability and access issues in the U.S.
  • Represent AbbVie in external public policy fora to drive awareness of and alignment on AbbVie public policy priorities.
  • Manage budget and deliverables from AbbVie Government Affairs external policy consultants to ensure timely updates and robust analysis of policy developments.
  • Continuous sitting for prolonged periods (more than 2 consecutive hours in an 8 hr day) is required

Qualifications

  • Fifteen to twenty years of experience in progressively more responsible positions in government affairs and/or policy. 
  • Must possess significant experience in the public policy arena with knowledge of government affairs and public policy.  Requires thorough knowledge of U.S. government policies, regulations, and rules that impact the pharmaceutical industry, as well as knowledge of how decisions are made at all relevant levels of U.S. federal and state government, as well as what types of input can help shape those decisions.
  • Must be able to integrate political, policy and government affairs expertise to develop and execute effective strategies.  Deep knowledge of U.S. reimbursement systems preferred.  
  • Must be an individual with strong leadership skills and someone who enjoys working in a collegial, yet highly demanding culture.  Must be able to work collaboratively with business leaders and other internal stakeholders. Must have leadership qualities that allow them to drive policy analysis across business functions and develop consensus behind a common policy internally and externally. 
  • Candidate must possess strong analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and with clarity, strong organizational skills, flexibility and adaptability to changing requirements, resourcefulness and creativity, strong decision-making capability, judgment and an ability to work collaboratively in a fluid organizational environment.
  • Must have high-level relationships with industry peers, government officials, think tanks and thought leaders to achieve AbbVie’s objectives. creative, flexible, and entrepreneurial thinker capable of leveraging relationships and facilitate partnerships with industry peers, government officials, and other external stakeholders to reach public policy goals.
  • Has well-honed political sensitivities and impeccable integrity while having the executive presence necessary to deal effectively with high-profile stakeholders such as elected officials, executives and a variety of external constituencies including governments and leadership of multi-lateral organizations.
  • Bachelor’s degree in related field such as health care administration, political science, public administration, or policy required.  Advance degree considered in lieu of exeprience (preferred) and/or legal degree preferred.
  • Domestic travel (25% to 33%) required.

  • The compensation range described below is the range of possible base pay compensation that the Company believes in good faith it will pay for this role at the time of this posting based on the job grade for this position. Individual compensation paid within this range will depend on many factors including geographic location, and we may ultimately pay more or less than the posted range. This range may be modified in the future.​
