Job Description

The Inflation Reduction Act brings some of the biggest changes affecting the pharmaceutical industry in the last decade.  This new law creates a policy that mandates government-set prices for medicines covered by Medicare that impacts AbbVie’s on-market portfolio, our pipeline, and potential business development opportunities.

Understanding this impact across AbbVie’s entire portfolio across a broad range of scenarios is crucial for strategic planning, forecasting, direct negotiation readiness and mitigation of the IRA impact over the Long-Range Plan (LRP).  The Director, IRA Analytics & Strategy plays a principal role in developing, analyzing and educating the broader Abbvie on the insights that informs these scenarios and is a crucial member of the IRA Product and Channel Strategy team.

Responsibilities include but are not limited to the following:

  1. Support drug price “negotiation” program (DPNP) efforts between AbbVie and CMS for IPAY 2027 and beyond.
    1. Provide analytical support and coordination for all brands requiring an Information Collection Request (ICR) submission, ensuring data accuracy, adherence to guidance, and compelling / favorable value propositions for AbbVie where possible.
    2. Support live “negotiation” preparations by anticipating potential positioning of ICR data elements, as well as CMS questions, and executing scenario / sensitivity analyses for key variables
  2. In coordination with IRA Navigation and Possibilities (NAP) Leads, evaluate strategies to mitigate IRA impact to on-market assets. This includes:
    1. IPAY Selection Ranking: Lead or co-lead financial modeling to optimize risk / reward of initiatives to potentially avoid DPNP selection
    2. For Guidance Identified Exemptions (e.g. Orphan Drug Exemption): work with TA leadership and NAPs to evaluate clinical development plans and quantify risk / reward of adjusting plans to potentially avoid DPNP
  3. In coordination with IRA Navigation and Possibilities (NAP) Leads, evaluate strategies to mitigate IRA impact to pipeline & BD assets. In parallel, educate, establish, and embed IRA operational readiness and capabilities in the Pipeline Commercial Strategy (PCS) organization. This includes:
    1. Maintain and train TA leadership on IRA Pipeline Playbook as a guiding document for Brand Planning, Strategic & Financial LRP, Lifecycle Management considerations, and a special focus on indication sequencing / launch timing. Furthermore, assist Asset Leaders in navigating Clinical Development timelines to balance speed-to-market with IRA financial optimization
    2. Maintain and train key subject matter experts on IRA Pipeline Forecast Model to accompany the Playbook, whereby the end-users can input key assumptions for their assets, and effectively & easefully come up with an IRA impact. Enhance Forecast Model wherever possible while maintaining simplicity.
    3. Amalgamate the two IRA Financial Models currently used for Oncology BD (all GTN) and Pipeline Commercial Strategy (IRA GTN only) to create an effective and consistent tool across all stakeholders
  4. Establish potential viable and preferred options for MFP effectuation
    1. Participate in cross functional team of IRA Commercial, USMAx, Brand, BTS, GA, Legal and Trade and Distribution, to develop a deep understanding of multiple stakeholders and the impact that MFP has on cash flow, practice economics and behavior.  (Community Oncology Offices, GPO Pharmacies, Specialty Pharmacies, Retail, Buy and Bill offices)
    2. Establish multiple viable effectuation options to consider while narrowing down to models that respond to stakeholder needs, are operationally feasible and practical for implementation across the long-term portfolio.
  5. External environment assessments: as IRA ecosystem evolves, lead research and insights into how new developments are impacting healthcare value-chain stakeholder behaviors. Examine the root causes and drivers of market shifts. For example:
    1. How is utilization of expected MFP drugs changing in one TA compared to another? Which players are driving those changes?
    2. How are pricing, contracting, value, and access strategies changing externally for MFP drugs and their competitors? Which players are driving those changes?
    3. How were drugs selected for DPNP evaluated differently by CMS based on their respective characteristics?
    4. In all cases – make recommendations as to how AbbVie can optimize strategies for competitive advantage based on external environment evolution.
  6. Provide thought leadership to Toxins Franchise & PCS leadership and coordination with Government Affairs to ensure a deep and discreet organizational understanding of:
    1. MFP and its impact on ASP and Net Cost Recovery / Practice economics. on upcoming market event scenarios for Botox
      1. Including solutioning for IRA with MFP spillover into ASP scenario, including Contracting Strategy, WAC Reduction Strategy, and/or SP Channel Optimization Strategy
    2. Biosimilar launch timing and its interaction with Botox’s IRA selection
    3. -607 market entrance timing and pricing dynamics regarding Botox’s IRA selection
  7. Provide ad hoc analytical capabilities to cross-functional partners, including:
    1. Legal & Government Affairs: analyze new CMS guidance as it is released, quantify impact of key elements, and coordinate advocacy strategies with cross-functional partners to create a more favorable external operational environment.

This role requires an individual with strong financial, reimbursement, analytical and executive communication skills who works well in a highly matrixed organization.

The Director, IRA Analytics & Strategy will report directly to the VP, Inflation Reduction Act (IRA) Product & Channel Strategies

This role may be housed in one the following AbbVie locations:

  • Florham Park, NJ
  • Irvine, CA
  • Mettawa, IL

Qualifications

  • Bachelor’s Degree required.  Advanced Degree/Masters in related healthcare field desirable.
  • Minimum of 7 years of Pharmaceutical Market Access, Healthcare or Policy experience
  • Cross-functional and/or similar experiences including field sales, finance, regulatory, research & development, HEOR, Business Development and other relevant business functions
  • Demonstrate high proficiency of the whole and the component parts of the Marketing skills framework: Insights, Segmentation, Positioning, Value Proposition, Business Model Innovation, Creative Development, and Investment Optimization.
  • Strong communication skills, demonstrated ability to work cross-functionally, and ability to build strong stakeholder relationships across company functions
  • Knowledge of the US access, reimbursement, and pricing landscape for pharmaceutical products (both Pharmacy and Medical reimbursement).
