The 340B Drug Pricing program has become a critical issue impacting AbbVie’s business. Originally designed to help safety-net hospitals and clinics give better care to underserved communities, it has now grown exponentially, and deserves a greater level of focus. Over the past few years, AbbVie has implemented important strategies and policy changes to tackle this growth, but its impact on AbbVie’s portfolio and the complexity of the 340B related issues now require a more dedicated, strategically resourced approach.
Therefore, AbbVie has established a high profile, 340B Center of Excellence (COE), that brings together a team of experts who will utilize analytics and insights to drive strategy, proactively address the growth of 340B and create new solutions to the industrywide abuse within the program. COE leaders will work with Government Affairs and Legal to develop longer-term solutions and shape reforms while simultaneously collaborating with essential partners, including the Marketing, Finance, Market Access, Public Affairs and other key partners to deliver meaningful business solutions and impact.
The 340B COE AD of Business Operations is a leadership role with technical expertise in the business and operations of the 340B program: responsible for leading a group to (1) maintain and enforce AbbVie’s 340B program, (2) develop and maintain reporting to track performance, dashboard metrics, 340B entity eligibility compliance), (3) manage 340B duplicate discount scrubbing (4) manage Covered Entity eligibility validation policy and (5) develop modeling to show impact of policies, initiatives and government actions. This group develops outlier analyses, new tools, models and platforms to report 340B performance, and 340B forecasts. The group provides modeling and analytical support for the 340B COE Strategy and Investigation group activities. The group works closely with the 340B COE Strategy and Innovation Group and provides direction for the 340B COE Operations Enablement Leader and BTS to support team operations.
Primary responsibilities for this leadership position include, but are not limited to:
- Lead a high performing team, with a positive culture and ensure a high level of cross-functional coordination and strategic/tactical planning through ongoing communications as well as contributing to a positive team culture. Infuse AbbVie Ways of Working and Talent Philosophy in day-to-day leadership and management of the business.
- Responsible for maintaining and enforcing AbbVie’s 340B policy. Oversee AbbVie’s 340B day to day operations. Manage the group priorities, and work priorities to ensure commitments are met. Refines group member roles and responsibilities as 340B COE demands change and evolves with the market and AbbVie’s policy changes.
- Responsible for monitoring the external 340B environment for duplicate discount scrubbing, 340B eligibility, and 340B growth trends (e.g. new distribution workarounds or the growth of Grantees).
- Manage processes to eliminate duplicate discount scrubbing (Medicaid In-House Medicaid CP, Commercial/Medicare), CP Policy, CE eligibility, etc.). Support day to day engagement with Govt. Pricing Medicaid team to resolve outstanding Medicaid duplicate discounts.
- Develop 340B modeling and/ or “follow the dollar” stakeholder analyses to assess the impact of potential/ executed mitigation efforts, the potential impact of proposed or enacted government legislation or the impact of 340B program abuses. Support analysis and reporting to support Legal and Govt. Affairs policy related activities.
- Coordinate with the Operations Enablement Director and the Business Technology Support (BTS) lead to design 340B COE operations and reporting environment, integrating new data sources to improve the sophistication of 340B oversight and management.
- Operationalize the new 340B site eligibility vetting process and platform. Collaborate with Legal, Govt. Pricing, and Trade team to ensure integration with systems and formal Covered Entity communication.
- Develop and refine outlier identification analysis (enhanced outlier detection model) and work with Investigation Team to identify drivers and inform development of mitigations.
- Build a robust reporting, KPI tracking and measurement protocol to validate 340B program success and hold external vendors accountable for program operations. Track performance to goals and targets and report progress against goals. Develop accurate 340B forecasting by brand to inform brand Finance financial planning and reporting.
- Develop and foster robust internal relationships with other key stakeholders, including but not limited to Market Access/Trade, Employer Teams, Finance, Patient Services, MABI, etc.
- Oversee vendors and contracts, and suppliers.
Continuous sitting for prolonged periods (more than 2 consecutive hours in an 8 hr day) is required
- Requires minimum of a bachelor’s degree.
- A minimum of 5-7 years in the healthcare industry with significant financial, reporting, forecasting and modeling experience within the pharmaceutical or healthcare industry.
- Experience with IQVIA data sources (e.g. HCOS data), Rx claims data, PBM rebate data.
- Knowledge of 340B flows preferred.
- Working knowledge of the compliance and regulatory environment for manufacturers in the pharmaceutical space.

The compensation range described below is the range of possible base pay compensation that the Company believes in good faith it will pay for this role at the time of this posting based on the job grade for this position. Individual compensation paid within this range will depend on many factors including geographic location, and we may ultimately pay more or less than the posted range. This range may be modified in the future.
