The successful candidate will continue to establish and represent Abbvie as a creative partner to Quebec and Atlantic payers, policy makers, patient advocacy associations, key external experts and other relevant regional stakeholders. Develop and lead strategic relationships with key Quebec and Atlantic drug plan managers, policy makers, regional EE’s, patient groups and other external stakeholders within the provinces. Lead the development and execution of Quebec and Atlantic advocacy, policy and government relations strategies to optimize reimbursement across all the speciality care therapeutic area.
The incumbent will be required to work collaboratively with both the internal market access team and regional commercial teams to optimize reimbursement conditions for Abbvie Speciality Care Therapeutic area products in Quebec and Atlantic and to maximize pull through strategies. Monitor the Quebec and Atlantic environments, regulations and policies in the region and proactively communicate risks/opportunities and recommendations to the business in a timely manner. This role is field based (Quebec) with expectations of travel to stakeholders and to head office as required.
Key Responsibilities:
- In conjunction with the Regional Manager- MA & GA & the Head Office market access & GA team and aligned with the commercial team, develop annual Quebec and Atlantic MA & GA objectives that optimize the reimbursement conditions for AbbVie’s Speciality Care Therapeutic Area products.
- Develop, recommend, and execute on market access strategies with Quebec and Atlantic external stakeholders to achieve Market Access & Government affairs departmental goals to shape and influence policies and reimbursement.
- In conjunction with the Regional Manager- MA & GA and the Head Office Market Access & GA team, lead the development and execution of Quebec and Atlantic government and other stakeholder advocacy strategies that build on the Abbvie reputation of providing effective solutions to payers and patients, and supporting the overall market access objectives.
- Understand and interpret any new Quebec and Atlantic provincial legislation, regulations and policies that impact the pharmaceutical industry; analyze the changes and proactively recommend strategies to the business in a timely manner
- Establish and champion relationships with Quebec and Atlantic drug plan managers, policy makers, advocacy organizations, patient groups and External Experts’s.
- Build a high level of organization knowledge and proficiency in regional Quebec and Atlantic reimbursement issues
Required skills and abilities:
- Demonstrate exceptional customer management skills to develop and nurture relationships with key drug plan managers, bureaucrats, politicians and patient stakeholders
- Have strong understanding of government drug programs and roles and responsibilities within the health ministries
- Understand the dynamic reimbursement environment - analyze and interpret any pertinent changes, and proactively provide analysis and strategic recommendations to the business
- Have proficient understanding of the clinical, economic and budget impact data to be able to speak to drug plan managers
- Understand strategic benefit of advocating and build strategic partnerships with various stakeholders in the public health care system
- Manage multiple projects with cross-functional aspects to ensure departmental alignment
- Demonstrate analytical abilities and familiarity with outputs from commonly used IMS databases
- Plan, recommend and implement objectives for market access initiatives with external customers to drive success at the Brand level and fulfill positive business relationships with customers
- Excellent time management and organizational skills. Personal leadership to be self-motivated and driven. Able to work independently, as well as collaboratively with others.
- Advanced French and English language proficiency verbally and in writing.
Minimum Qualifications:
- University Degree - Bachelor of Science, Government Relations, or Policy degree
- 3+ years in a Pharmaceutical Market Access/Government Relations capacity
- Strong understanding of the Canadian prescription reimbursement environment and government
- Experience in establishing executable departmental and product plans
- Strategic thinker who can also work at the tactical level for implementation
Preferred Qualifications:
- Master’s degree (MBA, Science, Policy, or Government Relations)
- 5+ years in a Market Access/Government Relations role
- Demonstrable wins advocating on behalf of a pharmaceutical company
Travel : 25 % of the Time
